OPERATIONAL WORKSITES
The on-site survey of operational worksites should evaluate the following:
type of strategy (diversion booming, exclusion booming, underflow dam, earthen berm).
distance downstream (from pipeline crossing).
property ownership.
site accessibility (left/right descending bank).
riverbank profile (steepness, groundcover, vegetative undergrowth, tree cover).
laydown area (for supplies, portable toilets, tents/canopies).
boom configuration.
boom anchoring mechanisms.
vacuum truck/skimmer positioning.
equipment/supply requirements (type and quantity).
personnel requirements (qualifications and number).
safety concerns/site hazards.
environmental considerations.
wildlife observations.
community exposures.
traffic controls.
cell phone coverage.
Data should be recorded on Work Plan/Assignment List (ICS-204) (see below).
STAGING AREAS
The on-site survey of potential staging areas should evaluate the following:
property ownership.
acreage.
parking availability (# of parking spaces).
surface type.
traffic flow pattern (ingress/egress points, turnarounds).
safety concerns/site hazards.
off-site drainage patterns.
environmental factors (noise, dust, shade).
community-related issues (nearby residences, businesses, schools, hospitals).
utility connections (electricity, water).
lighting.
office/warehouse space.
potential costs.
cell phone coverage.
A site diagram should also be generated (refer to example below).
