SEQUENCE OF EVENTS

(1) Attendees are requested to check-in upon entering the exercise play space. Individuals will be asked to provide their name, affiliation, telephone number, and email address on the provided sign-in sheets.

(2) Exercise specifics, including the objectives, ground rules, and sequence of events, will be presented on the day (Tuesday) prior to the exercise. Player introductions will be made, as appropriate.

(3) The scenario will be introduced at approximately 8:00 am CT on Wednesday morning.

(4) The exercise will evolve in real-time through “activity-based exercise play”. The exercise will focus on the “Initial Response Phase” of the Operational Period Planning Cycle (Planning “P”), encompassing such aspects as:

  • spill discovery.

  • notifications.

  • incident size-up.

  • source control.

  • resource mobilization.

  • site security and control.

  • Incident Command/Unified Command.

  • incident facilities.

  • safety and health.

  • spill containment and recovery.

  • environmental/community protection.

  • waste management.

  • wildlife rescue, etc.

(5) As the scenario unfolds, HFSM pipeline technicians will be dispatched to various pre-determined locations in the field to make site observations, take photographs, and formulate work plans. Company personnel will be accompanied by first responders and Marine Spill Response Corporation (MSRC) and ACME Environmental representatives during the site visits. Data accumulated during the site visits should be recorded on the Work Plan/Assignment List (ICS-204) interface on the Initial Response app.

(6) The Incident Commander (IC) is encouraged to schedule an “informal” Situation Briefing, attended by members of the Command & General Staff, during the late morning hours, prior to lunch.

(7) Lunch will be served during the late morning/early afternoon hours. Refreshments, including snacks, coffee, soft drinks, and bottled water, will be available throughout the exercise.

(8) A “formal” Incident Briefing will convene prior to conclusion of the exercise.

(9) Exercise play will be suspended at approximately 1:30 pm CT on Wednesday afternoon.

(10) A debrief/hot wash session will be held immediately following tabletop exercise play. Players will be divided into work groups, consistent with the various ICS positions/functions, and asked to formulate opinions of the exercise, as well as identify strengths and any noted deficiencies.

(11) The exercise will adjourn by 2:00 pm CT on Wednesday afternoon.
